How this tool works

Add images, arrange pages, and export one PDF in seconds.

Images to PDF embeds each image as a full-page PDF page. Your images stay on your device while the PDF is generated in your browser. Use the arrows to reorder pages, remove any image, then download one combined PDF.

Upload

Select multiple JPG/PNG images (or drag and drop them into the box).

Reorder pages

Use ↑ / ↓ to change the final PDF page order.

Create & download

Click “Create PDF & Download” to export a single PDF document.

Privacy note: image processing happens in your browser. The site only receives a counter ping after a successful export.

Practical guide

Tips for smaller PDFs and more consistent-looking pages.

  • Reduce file size: If your PDF is huge, convert images to JPG before exporting (photos compress well).
  • Consistent pages: Use similarly sized images for uniform page sizes. Mixed sizes create mixed page dimensions.
  • For printing: Your PDF pages match the image pixel size. If you need A4/Letter, resize images first.
  • Scans: For scanned documents, consider lowering resolution if it’s overkill (e.g., 300 DPI is usually enough).
  • Order matters: Rename files like 01-, 02- before uploading, then fine-tune with ↑ / ↓.

Troubleshooting & FAQ

Common questions about converting JPG/PNG images into a PDF.

Are my images uploaded to the server?
No. The PDF is generated in your browser. Images are not uploaded for processing.
Why is the PDF file size so large?
PDFs can be large when the source images are large. For photos, convert images to JPG (or reduce resolution) before exporting. If you need even smaller results, run the output through PDF Compressor.
What image formats are supported?
This tool currently supports JPG and PNG. If you have HEIC/WEBP, convert it first using the Image Converter tool.
How are PDF page sizes chosen?
Each image becomes one PDF page sized to the image’s pixel dimensions. This preserves quality, but mixed-size images can result in mixed-size pages. For a consistent paper size, resize images to a single target size before exporting.
Is there a limit on how many images I can add?
There’s no hard limit, but very large sets can hit browser memory limits. If it slows down or fails, try exporting in smaller batches (for example, 20–50 images at a time).
Can I merge multiple PDFs after generating them?
Yes. Use Split & Merge PDF to combine multiple PDFs into a single file.

If something looks off, try a different browser (Chrome/Edge are usually best for large client-side exports).

Quick glossary

Short definitions for the terms that matter when exporting PDFs from images.

  • Pixels – The resolution of an image (width × height). More pixels usually means larger PDFs.
  • DPI – Print density. DPI affects printing scale, but pixel dimensions drive on-screen quality.
  • Compression – Techniques that reduce file size. JPG compresses photos better than PNG.
  • Page size – The PDF page dimensions. This tool uses the image size to avoid scaling artifacts.
